The named MMP group limit of 16 now applies per currency pair. Each pair, for example btc_usd and btc_usdc, has its own budget of 16 named groups.
The group_mmp_config_count_limit error (13038) now includes currency_pair in the response data. The FIX rejection text names the currency pair that hit the limit.
